RDP CALs not being assigned even though available


greetings of knowledge...

i ran out of rdp device cals purchased , installed ten additional rdp device cals licensing server.  new or expired devices not getting licenses.  rd licensing server shows have 10 available device cals, yet receiving event id 21 messages indicating there no licenses available.  why happening?

thanks, screenshot helpful.

1. referring line above 1 have outlined in red?  1 shows 10 licenses, 10 available, 0 issued, whereas 1 have highlighted shows 10 issued.  did drill pack , verify devices shown having cals correct?

2. confirm, have checked list of devices temporary per device cals (last pack in screenshot, drill down it) , tested connecting twice 1 of devices?  example, see device ken-pc listed having temporary per device cal, go ken-pc, connect server using remote desktop, disconnect, connect again, check open/close rd licensing manager.  expect ken-pc issued license first pack showing 10 cals available.

3. installed per device license packs same open license agreement number, or different agreements?  if need rebuild database clearer if consolidate 1 pack of 45 per device rds cals.

if needed can export details , compare licenses exist on each physical device.
