Server 2008 R2 - Cannot access any share as Administrator


hi guys, started working on new computer server 2008 r2 , first thing did install ad , promote using dcpromo, when went group policy management started getting error "the network path not found" went verify if network share required access sysvol available , there not accessible, netlogon, sysvol , other share create not open, says "windows cannot access \\computername\sharename", clicking on diagnose shows me "the remote device or resource won't accept connection", i've done lot of research , made lot of changes still doesn't work, i've done on server 2003 few times in past without hitch.

here's i've tried already:

1. local policy -> security options -> network security: lan manager authentication level send kn & ntlm

2. local policy -> security options -> network security: not store lan manager hash value on next password change disabled

3. gave full rights on shared folders, tried everyone, owner, admin, etc, etc, none worked

4. set localaccountokenflterpolicy 1

5. disabled windows firewall on interfaces

it's unbelievable if system needs service function, in case activedirectory needs 'file , printer sharing microsoft networks', won't install you, way expected installed already, i've spent 3 days on this, hope helps someone!
