Windows 10 "Feature update" to 1607 failing almost always - stuck at Downloading 0%


we have 150 computers running windows 10 enterprise version 1511, want upgrade version 1607 our wsus server running on windows server 2012 r2. need complete these upgrades during break between our academic terms, because upgrade disruptive.

this "feature update" visible in our wsus server , approved 70 of computers, has failed on 98% of them. report have users "feature update" appears available, starts, , downloading progress bar sits @ 0% (or in 1 case, 1%) forever. rebooting client not help. stopping , restarting windows update service not help. no one, technical users, has seen pop dialog boxes or other windows might waiting user action. except version 1607 upgrade, of these computers current other windows updates.

in wsus status report these failed computers, event reported "[unable find resource] reportingevent.client.167; parameters: feature update windows 10 enterprise, version 1607, en-us". cannot find information online means or how fix it. (we have made fix add esd recognized mime types on iis server wsus.)

so have 2 questions:

1. can suggest problem , way fix it?

2. if no fix possible quickly, can suggest non-user-interactive workaround? example, downloaded "windows 10 upgrade assistant" .exe. if run local system privileges, accomplish desired result?

1. download win10 upgrade after installing kb3095113 , kb3159706 (with manual steps)? if not, you may reinstall upgrade file:

2. on windows 10 clients, run windows update troubleshooter , reset windows update components:
