Connecting two network segments (allowing bi-directional access)

hello,

i have been trying connect 2 physical network segments using 2 routers. router 'a' netgear wireless router (192.168.1.0 network), , other windows server 2012 r2 box routing , remote access installed (192.168.11.0 network). made basic vpn using these routers, works fine. when logged .11 network, can ping , access services on .1 network not other way around. i've looked everywhere, , not find solution problem. can let me know if bidirectional communication between 2 network segments possible? if so, how go implementing solution? assistance.
