PowerShell question about cp -recurse

i'm trying follow tutorial @ moment around basic powershell don't understand (and it's not explained) purpose of command? cp copy file or directory, i'm getting errors using command , i'm not sure why because don't think purpose of command enough....

basically you're telling command copy subfolders well.
