Unable to disable Firewall rule in GPO


when edit our main firewall policy (not "domain firewall" policy) , try remove or disable remote desktop setting allow connections error message states: unable disable/delete following rules: remote desktop (tcp-in)

i tried computer logged & locally on dc domain admin account, again on dc named domain admin account. same error every time.

no errors listed in event viewer.

any thoughts?

just want understand issue clearly, when main firewall policy, mean firewall setting in gpo linked ou or locally stored policy.
