FAX Server Role

we have 2 fax servers.  1 strictly inbound faxes , other strictly outbound.   problem affects outbound faxes.   doesn't happen send fax , busy signals recipient end result in fatal errors , fax not go thru recipient "part" of fax in multiple copies (often on 5 times).   i'm guessing because fax queued @ recipient end before completes why multiple copies?  1 other note:  successful sending faxes same recipient on other occassions.  confusing problem.
