MSG.EXE parameters Server 2008

we have been using quota management software third party last serveral years on server 2003.  in process of retiring server , have moved 2008, software won't send broadcast messages users when reach thresholds since 2008 can't send popups anymore.  vendors solution use msg.exe, have been screwing around last week , still won't seem send messages.   can test , send popup console, , can send user's desktop when done manually, script ensure me works doesn't.  keep getting messages user disconnected or doesn't exist.  script using quota-warning.cmd has:
msg.exe %1 /server:%2 warning: directory %3 reaching it's quota.  have %4 left.
it called software using command:
c:\quota-warning.cmd %user_name% %computername% %quota_limit_size% %quota_remaining%
when it's broadcast @ console (i added test sending user), doesn't pass of paramaeters , leaves part blank (ie. 'the directory reaching' instead of 'the directory <whatever> reaching').  nothing sent user @ all.
am missing somewhere?  asked vendor since 2008 compatible, instructions provided don't work properly, , won't troubleshoot own software (though have maintenance contract) on platform support because don't have msg.exe configured properly.

please check result when manually run “msg.exe %1 /server:%2 warning: directory %3 reaching it's quota.  you have %4 left.” using command prompt. if can executed successfully, can believe use correct parameters msg.exe , cause lies in software or script gave you. in case, please contact manufacturer troubleshoot issue.

WMI Repository 4GB limit - Win 2003 Ent Question

Event ID 1302 (error 1307) DFS replication service encountered an error while writing to the debug log file

hello. we @ step 0 of migration frs dfsr sysvol replication on windows 2008r2 dc. every time run powershell dfsrmig / getmigrationstate says: "unable create dfsr migration log file. error 1307. all domain controllers have migrated global state 'start'. migration has reached consistent state on domain controllers. succeeded." it creates event id 1302 in "dfs replication" event log, explaining error 1307 means: "this security id may not assigned ownder of object ". i already checked space limits, quotas, permissions on c:\windows\debug according microsoft support article unable fix it. although, there new entries added dfsr00095.txt log file despite error. dfsrxxxx file has not been archived .gz format, and, beleive, contains dfsr diagnostics , events. here of latest entries: 20150908 08:47:27.867 11616 sysm  3354 migration::sysvolmigration::getsysvolreadyflag [mig] sysvol ready 20150908 08:47:27.867 11616 sysm   456 migrati
