Allowing User to add Sites

how allow user add trusted sites in local intranet zone group policy settings..currently systems disabled user cant add trusted sites

hi,
since users have been prevented adding trusted sites in local intranet zone, issue caused policy do not allow users add/delete sites has been configured. policy prevents users changing site management settings security zones established administrator. if enable policy, site management settings security zones disabled. , if disable policy or not configure it, users can add web sites or remove sites trusted sites , restricted sites zones, , alter settings local intranet zone.
at time, try disable policy in following path user configuration\administrative templates\windows components\internet explorer\internet control panel to see if can resolve issue.
