Create a user account on multiple domains

i have 3 different domain controller on network production, development , testing. want create same user account in these 3 domain controllers without logging in each dc. there way achieve via power shell scripting or other way?

first of all, impossible create same user in 3 domains since sid different 3 ones. anyway, can use dsadd user command: http://technet.microsoft.com/en-us/library/cc731279%28v=ws.10%29.aspx , re-run same on different domains.
