Delegated "Reset passwords" on an OU
you contradicting info provided earlier. if delegated user resetting password of user getting access denied message, implies lack of sufficient permissions. check "effective permissions" tab on properties of user password being reset granted to delegated user , verify reset password checkbox checked on...
if not, either user password being reset member of privileged group - or delegated user has not been granted proper permissions...
