Resized image (inserted with IncludePicture field) reverts to original scaling in Word 2016 after saving, closing, re-opening and refreshing (using F9)


the user documentation provide our software (goldsim) has 100s of images inserted using includepicture fields. have discovered image resizing not reliably preserved when using includepicture fields. can reproduced in simple way, describe below. (note, use word 2016, think problem has existed since microsoft went xml-based .docx file format)

note: majority of our images scaled down 70%. reversion original scaling significant problem us. converted our images inserted pictures (using insert->pictures) includepicture fields using vba script. reason did 'links' dialog in word shows images in order if inserted using includepicture fields. also, if select image in document , open 'links' dialog, selects/highlights correct image in list (in 'links' dialog) if image inserted using includepicture field. rely lot on 'links' dialog when have replace images (for example when release new major version of software , have update screenshots).

here steps reproducing issue:

1) save new word document in test directory (e.g. c:\test). put image file in same folder.

2) insert includepicture field, providing name of image file in 'filename or url' field. make sure 'data not stored document' selected , 'preserve formatting during updates' selected (all other check boxes should unchecked). when toggle show field code (using alt-f9), should this:

{ includepicture  "image5_2.png" \d  \* mergeformat }

but, i've tried following , observed same issue:

{ includepicture  "image5_2.png" \d  \* mergeformatinet }

3) resize image down 50%, save , close word document.

4) re-open word document, select (i.e. left-click) image , press f9 (to update/refresh). note resizingsticks in case. save , close word document.

5) now, re-open word document, place cursor somewhere in document , type line return, character or space (in other words, make edit document unrelated inserted image). then, save , close word document.

6) when re-open document, select (i.e. left-click) image , press f9 (to update/refresh). @ point, image **revert original scaling. **if does not revert original scaling, i've found if save, close , repeat step #5 , step #6, image revert original scaling. 

at point, following things i've found can keep images reverting original scaling:

- before saving , closing file, select (ctrl-a) , press f9 update/refresh images. then, when save, close, re-open , refresh, scaling seems stick. but, if forget, lose our rescaling next time open , refresh.

- or, insert pictures insert->pictures instead of includepicture fields. but, explained, need use includepicture fields.

- or, never refresh document (using f9).

all 3 of these work-arounds either non-ideal or not option.

any other suggestions appreciated.
