Allow limited users to install software by group policy


i need allow limted user (domian user): 1.install software. 2.access & modify regedit 3.access , modify system variables need group policy , without adding user local administrators group on desktop. need settings applied ever user logged on (any machine in domain).

as said, allowing "software installation". allow users access literally registry keys , file system places except user profiles of other users - not idea. if user profiles/data concern local admins of supporters, think redirecting user data server , secure them there (just suggestion).

software installation can done using computer startup scripts. create script , call installer. installer must capable of running quietly - might wanna test that. using computer startup scripts deploy software, script (and therefore installer) runs in system context (hence priviledged install kind of software).
