Every wekk or so I have to delete my arp cache on my Windows 2003 print server ?

from description, understand users cannot print client machines until arp cache cleared on printer server windows server 2003.
now confirm following questions issue not clear.
1. can ping printer server when issue occurs?
2. clustered print server?
3. have ever checked arp cache when issue occurs? there incorrect arp entry printer server?
4. error message show when users cannot print client machines? if so, please capture screenshot.
how capture screenshot:

1. please press print screen key (putsch) on keyboard.
2. click start, click run, type mspaint, , click ok.
3. in paint, click paste under edit menu, click save under file menu, type file name screenshot, choose jpeg "save type", click "desktop" on left pane, , click save.
4. please find screenshot on desktop, , use windows live skydrive (http://www.skydrive.live.com/) upload file , give me download address.
in case, please manually add static arp entry printer server , check if issue occur.

info1: network monitor traffic

b. after download complete, double-click " mpsrpt_setupperf.exe" file. cab file generated called %computername%_mpsreports.cab. example, if computer name "mycomputer", cab file named "mycomputer_mpsreports.cab".
c. open computer, browse "%systemroot%\mpsreports\setup\logs\cab" folder. can find cab file above , please send me.
