Domain Controller require ADC to sync before DC come online

hi,

i have urgent query domain controller think might not working properly. reason if restart dc , adc , when try open active directory console gives error until adc comes online completely. don't know why dc doing such behavior depend on adc. fsmo roles on dc , adc dns , gc.

kindly suggest cause of issue.

 did check error logs?and run "dcdiag" , "repadmin /replsum" on dc,check error??then please post here check...
