FTP port-forwarding using NAT stops working after rebooting VM


i'm running windows server 2008 r2 sp1 virtual machine on host running windows server 2008 r2 sp1 using hyper-v. i've set nat on host machine forward tcp requests port 5000 on host machine port 21 of vm's private ip. setup works fine , i'm able access ftp service on vm (active mode). when restart virtual machine, other portforwarding rules work, except ftp 5000-21 rule. each time need disable routing , remote access on host machine , setup nat rules again , works again, until restart vm.

what should prevent happening?

edit: on host machine, i'm able telnet port 21 of virtual machine. it's not firewall issue vm guess? cannot telnet port 5000 of host machine.
