Group Policy Settings shown as applied but not applied

hello.

i new windows server world bear me, please.

we have mandatory profile here faculty. when logon first time machine group policy applied (my documents removed desktop). however, when log out , log in same user documents icon shows on desktop along web folders in computer.

if delete user profile, first time log in, documents removed desktop. however, second time log in documents appear on desktop, again.

i ran rsop.msc , shows "remove document icon on desktop" enabled.

running gpupdate.exe not change anything, running gpupdate.exe /force remove documents icon desktop.

any appreciated.

computers running on windows xp/vista/7, fast logon optimization feature set default both domain , workgroup members. when logon optimization on, user may need log on computer twice before folder redirection policy , software installation policy applied. because application of these types of policies require synchronous application of policy.

i suggest turn off fast logon optimization, use following policy setting:
computer configuration \ administrative templates \ system \ logon \ wait network @ computer startup , logon
