Cannot set Time Providers through Group Policy

i have many workstations misconfigured ntp instead of allsync or nt5ds.

trying apply gp "system/windows time service/time providers" , setting to  nt5ds. cannot take. if run "w32tm /syncfromflags" on computer make change registry policy not apply if use "/force" option.

i've turned on debugging logs show nothing , policy being applied. gp not flip registry key ntp nt5ds.

thing can think of maybe required top level default domain policy setting? have set lower in tree.

have ideas?

yes, because "true" policy means settings are not written directly key used os component,
but "policies" section in registry. normal behavior , e.g. has advantage if remove policy original value
(before applying gpo) be "restored" again.
in case find key being set here:
hkey_local_machine\software\policies\microsoft\w32time\parameters
i quite sure find type = nt5ds here.
that means, from the functionalpoint of view, time service should run desired...
