KCC Error on 1/2 of DCs at Site

i have small environment 3 sites connected single site link.

site 1 has 2 domain controllers

site 2 has 1 domain controller

site 3 has 1 domain controller

all dcs 2008 r2.  dfl , ffl 2008r2.  all dcs gcs , dns servers.

what i'm seeing 2 warning events , 1 error event every 15 minutes on 1 of domain controllers @ site 1 - not on of other domain controllers - including secondary dc @ site 1.

here's i'm seeing:

event id:  1865 -- kcc unable form complete spanning tree network topology...

event id:  1566 -- directory servers in following site can replicate directory partition on transport unavailable.  (site information shown , points site 3)

event id:  1311 --  the kcc has detected problems following directory partition.  cn=configuration,dc=mydomain,dc=local

there insufficient site connectivity information kcc create spanning tree topology or 1 or more directory servers directory partition unable replicate...

i have run dcdiag /test:connectivity on dcs no issues.  again, 1 of 2 dcs @ site 1 seeing these errors, other dcs fine.

why 1 of dcs @ site experience issue?  what can resolve problem?

please assure no ports listed in http://technet.microsoft.com/en-us/library/dd772723(ws.10).aspx closed , dcs use domain internal dns servers on nic.

an unedited ipconfig /all each dc verify settings.

is of dcs created image not prepared sysprep or there restore on 1 of dcs not supported backup image/clone/snapshot?

After enabling Windows Server 2012 R2 DHCP Failover Getting Packet dropped because of Client ID hash mismatch

we have 2 dhcp servers @ our site (they each located on different subnets).  these dhcp servers running windows server 2012 r2.  dedicated dhcp servers.  yesterday afternoon, reconfigured several scopes such become members of single dhcp failover relationship have configured load balance 50% of load placed on each dhcp failover relationship member (dhcp server). however, morning, users reported unable renew dhcp addresses.  looking dhcp logs on both dhcp servers, there several entries follow: "36,mm/dd/yyyy,hh:mm:ss,packet dropped because of client id hash mismatch or standby server.,ip subnet,,mac address,,0,6,,,,,,,,,0" i performed manual synchronization of failover relationship , scopes on both dhcp servers.  restarted dhcp service on both dhcp servers still getting same error. a bing/google search did not bring light issue encountering.  has encountered , if so, solution. i should add when attempted perform ipconfig/renew on workst...

WMI Repository 4GB limit - Win 2003 Ent Question
