Can't install MBCA on Windows 7 Pro and got error "Failed to configure the event manifest"

problem:
i can't install mbca (mbca_setup64) on windows 7 pro , got error "failed configure event manifest". tool requirement for using sql server 2008 r2 best practices analyzer. tried reboot server , ran administrative account. still failed. following error id 1013 in application event log.
