WINDOWS\Microsoft.NET\Framework\v2.0.50727\mscorwks.dll could not be loaded

problem on small business server 2003 cropped after migration new hardware.  error occurs in couple of places when try install or re-install, , every time when try run internet/email wizard.  net 2.0 sp2 loaded, w2k3 sp2.  if try select "change"  add/remove programs (to run repair), nothing happens.  there way of forcing repair of net 2.0?  or @ least way validate net 2.0 install?  don't want try removing net 2.0, since believe exchange , isa both built on top of it.
